(AP) ? It was a VIP audience for what was likely the last performance of the venerable Tehran Symphony Orchestra. Watching from the front row in late August was Supreme Leader Ayatollah Ali Khamenei in what was seen as an endorsement from the ruling theocracy, which once tried to stamp out all music as a violation of Islamic values.

Just two months later, the musicians are out of work, funding has run dry and a nearly 80-year-old institution that survived wars, coups and the 1979 Islamic Revolution was declared Tuesday in an apparently irreversible "coma" by media.

The apparent tipping point was financial. It could be counted as collateral damage from Western sanctions that have left Iran's economy so stressed that authorities are considering banning exports of staples such as rice and wheat in order to boost emergency stockpiles.

"We are currently facing a financial drought," Parliament speaker Ali Larijani told a group of officials Monday. "We will have a more difficult year ahead."

The full story of the orchestra's demise likely runs deeper. In a time of escalating showdowns with the West over Iran's suspect nuclear program, the opposition of Iran's clerical leadership toward anything deemed as too Western is gaining strength.

"Musicians have had no support in recent years," said Saba Radman, a music journalist and critic. "They feel very disillusioned."

The Tehran orchestra ? by far the oldest and biggest of several concert hall-style ensembles in Iran ? was often an easy target of hard-liners because of its roots during the era of the Western-backed monarchy toppled by the Islamic Revolution. During its heyday in the 1960s and 70s, it hosted performances by world famous musicians such as violin virtuoso Yehudi Menuhin.

The orchestra fell further from favor during a European tour after the riots triggered by President Mahmoud Ahmadinejad's disputed re-election in 2009. Opposition supporters in Europe used the concerts as forums to denounce Iran's ruling system and flash the green wrist bands and scarves that symbolized the protest movement.

Meanwhile, Islamic conservatives ? including forces within the powerful Revolutionary Guard ? have reclaimed influence since the widespread crackdowns on reformists and can even exert muscle over Supreme Leader Khamenei. Cultural groups outside direct state control, such as the Tehran orchestra, have often come under suspicion as potential liberal-leaning havens. In January, authorities closed down the House of Cinema, an independent film group that operated for 20 years.

"Many concerts have been canceled by local authorities over the past years, but the Culture Ministry raised no objections," said Radman.

Hamid Shahabadi, the deputy culture minister in charge of artistic affairs, acknowledged some delays in payments for musicians while insisting that the orchestra has not been disbanded, but he indicated that its musicians need to look for work elsewhere.

He suggested some could be absorbed into a planned state-run institution that would oversee all remaining orchestras. Those concentrate heavily on traditional Persian music.

Iran's Islamic authorities tried to ban all music in the early years of the Islamic Revolution, claiming it violated strict Muslim tenets. The clerics eventually relented, but, as recently as 2005, Ahmadinejad tried unsuccessfully to outlaw Western music on state-run television and radio.

At the same time, the Tehran Orchestra performed Beethoven's Symphony No. 9 ? drawing criticism from some conservatives because the piece was associated with liberals and secular groups during the early years of the Islamic Revolution.

A year later, it brought more grimaces from Islamic authorities for its program in Germany that included Tchaikovsky's Overture to "Romeo and Juliet" and Beethoven's Seventh Symphony ? with a snippet of "Dog Breath Variations" by American rock impresario Frank Zappa slipped in.

In late August, the orchestra may have played its last piece ? the Iranian national anthem ? at the opening of the Nonaligned Movement summit, which Iranian officials billed as a world gathering to challenge the economic pressures of the West over Tehran's nuclear program.

Orchestra members told the semiofficial ILNA news agency Monday that they have not rehearsed together or been paid for three months. An experienced musician may receive just 6 million rials, or less than $200 a month at the current exchange rates ? below an average taxi driver's pay ? and must supplement income through other performances or professions.

"Many (Iranian) artists are working as taxi drivers, office secretaries and accountants" rather than focusing on their profession, singer Fazel Jamshidi was quoted by the semiofficial Mehr news agency.

Arsalan Kamkar, a violinist in the orchestra, told The Associated Press on Monday that "only seven or eight members of the orchestra have valid contracts. Unfortunately, the rest have not had contracts over the past months, and it seems unlikely their contracts will be extended."

Kamkar said the shutdown highlights the dislike for Western-oriented culture by Iran's rulers, who are also sitting on one of the world's prized collections of European and American modern art.

In August, the Museum of Contemporary Art displayed about 100 works purchased by the late shah and his family ? including pieces by Andy Warhol, David Hockney and Jasper Johns. But most of the collection ? works by Picasso, Jackson Pollock, Francis Bacon and many others ? remains in vaults and basement storage.

WASHINGTON (Reuters) - The nation's capital appeared to have escaped the worst of monster storm Sandy on Tuesday, although concerns remained about the potential for severe flooding along the Potomac River.

Washington suffered high winds and rains that brought down trees on some homes and flooded a few roads. But the area got off relatively lightly compared to New Jersey, where Sandy came ashore on Monday night, and battered New York City.

As of 2 a.m. EDT (0600 GMT) Tuesday, more than 4 inches of rain had fallen over the course of the storm in Washington, the National Weather Service said late Tuesday morning.

Although Sandy has moved on from the area, weather officials said flooding could still be a concern.

"Flood and flash flood watches and warnings are in effect over portions of the Mid-Atlantic and Northeast states," the weather service said in its 11 a.m. update.

On Monday, the weather service warned that the storm was expected to cause the worst floods in 16 years along the Potomac River starting on Tuesday night. This could affect the historic Georgetown neighborhood along the river as well as parts of the National Mall.

So far, the river's waters had swelled, reaching docks and some parkland but had not yet caused more extensive problems, media reported.

Washington's Canal Road near the river was closed on Tuesday because of flooding, radio station WTOP said.

Power outages in the region appeared to be limited. Just over 139,000 people were without power Tuesday afternoon because of the severe weather, according to a Washington Post website tracking blackouts.

The vast majority of these outages were in the suburbs of northern Virginia. In the District of Colombia itself a mere 2,999 customers were without power, the Post said.

Federal workers stayed home from work for a second day on Tuesday, and there was no immediate word about whether they would be expected to return on Wednesday. Washington city schools were also closed.

But the Washington transit authority announced it was resuming limited rail service on the Metro on Tuesday afternoon, and normal service would resume on Wednesday.

Another sign that life was returning to normal: the DC Taxicab Commission said the surcharge it had authorized drivers to levy during the storm -- $15 -- expired at noon.

There were some reports of storm damage around town. In Washington's small Chinatown, a small metal piece of an ornate arch over the main street came loose and dangled precariously, causing police to block one lane of traffic below.

The White House announced President Barack Obama would eschew campaigning for re-election and stay in town another day, Wednesday to oversee the hurricane response.

A regular exercise routine can make you fitter than ever mentally fit.

In a new study, previously sedentary adults were put through four months of high-intensity interval training. At the end, their cognitive functions the ability to think, recall and make quick decisions had improved significantly, says Dr. Martin Juneau, director of prevention at the Montreal Heart Institute.

"If you talk to people who exercise, they say they feel sharper. Now we've found a way to measure that," says Dr. Juneau.

Blood flow to the brain increases during exercise. The more fit you are, the more that increases. The pilot study presented today at the Canadian Cardiovascular Congress looked at adults, average age 49, who were overweight and inactive. Dr. Juneau and his colleagues measured their cognitive function with neuropsychological testing, as well as their body composition, blood flow to the brain, cardiac output and their maximum ability to tolerate exercise.

The subjects then began a twice-a-week routine with an exercise bike and circuit weight training. After four months not surprising their weight, body mass index, fat mass and waist circumference were all significantly lower. Meanwhile, their capacity to exercise (measured by VO2 max) was up 15 per cent.

Most exciting, says Dr. Juneau, cognitive function had also increased, based on follow-up testing. These improvements were proportional to the changes in exercise capacity and body weight. Essentially, the more people could exercise, and the more weight they lost, the sharper they became.

A decline in cognitive function is a normal part of aging, notes Dr. Juneau. That drop can be worse for people who have coronary disease.

"It's reassuring to know that you can at least partially prevent that decline by exercising and losing weight," says Dr. Juneau.

As he notes, people can manage their cholesterol or blood pressure with a pill, but try to find a pill that will increase your cognitive function. Exercise, he says, can do it all.

"At least 150 minutes of moderate-to-vigorous physical activity per week can make a huge difference to manage risk factors for heart disease and stroke," says Dr. Beth Abramson, Heart and Stroke Foundation spokesperson. "There are many benefits of exercise we know it can make us feel better. This suggests it can make us 'think better' as well."

"Activity can help you even if it's spread out in chunks of 10 minutes or more at a time," she says. "In fact, to get the most benefit, add more activity to your life over several days of the week."

BofA employees could face charges in U.S. fraud case: prosecutor

NEW YORK (Reuters) - Bank of America Corp employees could face civil fraud charges as part of a federal lawsuit accusing the bank of causing taxpayers more than $1 billion in losses by selling toxic mortgage loans to Fannie Mae and Freddie Mac , a prosecutor said on Thursday.

The comments were made at a hearing in Manhattan federal court to set a timetable for the U.S. Department of Justice's first civil fraud lawsuit over mortgage loans sold to the two big mortgage financiers, which the government had announced on Wednesday. Fannie Mae and Freddie Mac were bailed out and put in government conservatorship in 2008.

"Potentially, the government may amend its complaint to include individuals, present or former employees of Bank of America," Assistant U.S. Attorney Pierre Armand told U.S. District Judge Jed Rakoff.

The judge asked the prosecutors to amend their complaint by year end. The case involves mortgage lender Countrywide Financial Corp, which Bank of America bought in July 2008.

Most lawsuits by federal and state investigators against major banks over matters related to the recent financial crisis name few or no individuals as defendants.

An exception is the 18 lawsuits filed last year by the Federal Housing Finance Agency, the conservator for Fannie Mae and Freddie Mac, which named more than 130 individual defendants.

According to Wednesday's complaint, Countrywide in 2007 invented, and Bank of America continued, a scheme known as the "Hustle" to speed up processing of residential home loans.

Operating under the motto "Loans Move Forward, Never Backward," mortgage executives tried to eliminate "toll gates" designed to ensure that loans were sound and not tainted by fraud, the government said.

This led to defect rates that approached 40 percent, roughly nine times the industry norm, but Countrywide concealed this from Fannie Mae and Freddie Mac, and even awarded bonuses to staff to "rebut" the problems being found, it added.

In court on Thursday, Brendan Sullivan, a lawyer for Bank of America, said "fascinating issues arise here" and the complaint was "not like anything we have seen before."

The lawsuit seeks civil fines and triple damages under the federal False Claims Act, which the government has used several times in recent years against Wall Street.

Lawrence Grayson, a bank spokesman, on Wednesday said the bank has "acted responsibly" to resolve older mortgage matters, but that at some point could not be expected to compensate every entity claiming losses caused by the economic downturn.

In February, Bank of America agreed to a $1 billion settlement of False Claims Act allegations over home loans submitted for insurance provided by the Federal Housing Administration, in a case from the U.S. Attorney's office in Brooklyn, New York.

The case is U.S. ex rel. O'Donnell v. Bank of America Corp et al, U.S, District Court, Southern District of New York, No. 12-01422.

TULSA, Oklahoma -

Tulsa is now the first and only city in the country with three Educare schools.

The school provides early childhood learning for low-income families, in hopes of ending the poverty cycle through education.

Wednesday was the grand opening of Tulsa's third Educare school near 21st and Sheridan.

Educare's private and public partners say research shows the program works in Oklahoma, where the poverty rate is 65 percent.

In an environment where form follows function and spontaneous play is encouraged, children in Tulsa's Educare are constantly learning and may not even realize it.

That's the premise of Educare.

Studies show, the earlier a child enters the program, the more likely they are to succeed in Tulsa Public Schools, which is important, since recent reading scores for TPS showed most elementary students - 62% - are below grade level.

"Our job really is to prepare kids before they get to kindergarten, because research shows if a child enters kindergarten behind, they never catch up," said Caren Calhoun, Tulsa's Educare Executive Director.

Tulsa's newest Educare is 38,000 square feet with 16 classrooms that serve 164 low-income children between six weeks and five years of age.

The George Kaiser Family Foundation is the main benefactor of Educare.

"Investments in high quality education are not just morally correct, but actually pay a dividend in lower costs for special education and corrections, and through a more productive workforce," said George Kaiser, at Wednesday's grand opening ceremony.

Herbal and dietary supplements can adversely affect prescribed drugs, says extensive review

ScienceDaily (Oct. 24, 2012) ? A number of herbs and dietary supplements (HDS) can cause potentially harmful drug interactions, particularly among people receiving medication for problems with their central nervous or cardiovascular systems.

Those are the key findings of an extensive research review published in the November issue of IJCP, the International Journal of Clinical Practice.

Researchers examined 54 review articles and 31 original studies. They found that the greatest problems were caused by interactions between prescribed drugs and HDS that included ingredients such as St John's Wort, magnesium, calcium, iron or ginkgo.

"Consumer use of HDS has risen dramatically over the past two decades" says co-author Dr Hsiang-Wen Lin from the College of Pharmacy, China Medical School, Taiwan.

"In the USA, for example, it is estimated that more than 50 per cent of patients with chronic diseases or cancer use them and that many patients take them at the same time as prescribed medication.

"Despite their widespread use, the potential risks associated with combining HDS with other medications, which include mild-to-severe heart problems, chest pain, abdominal pain and headache, are poorly understood."

Key findings of the review included:

  • The literature covered 213 HDS entities and 509 prescribed medications, with 882 HDS-drug interactions described in terms of their mechanisms and severity.
  • Warfarin, insulin, aspirin digoxin and ticlopidine had the greatest number of reported interactions with HDS.
  • More than 42 per cent of the drug interactions were caused by the HDS altering the pharmacokinetics of the prescribed drugs -- the process by which a drug is absorbed, distributed, metabolised and eliminated by the body.
  • Just over 26 per cent of the total were described as major interactions.
  • Among the 152 identified contraindications, the most frequent involved the gastrointestinal system (16.4%), neurological system (14.5%) and andrenal ? genitourinary diseases (12.5%).
  • Flaxseed, echinacea and yohimbe had the largest number of documented contraindications.

"Our extensive review clearly shows that some HDS ingredients have potentially harmful drug interactions that are predominately moderate in their severity" says Dr Lin. "It also showed that herbal and botanical remedies were more likely to have documented drug interactions and contraindications than the other dietary supplements, such as vitamins, minerals and amino acids."

In an editorial on the review, Professor Edzard Ernst, Emeritus Professor, University of Exeter says that the authors provide an impressively complete overview of a fascinating and potentially important subject.

"Survey after survey shows that large proportions of the population are trying 'natural' remedies for illness-prevention, all sorts of ailments, diseases or for states of reduced well-being" he says. "Most experts therefore agree that the potential for such interactions is substantial.

"Despite this consensus and despite the considerable amount of documented harm generated by such interactions, our current knowledge is still woefully incomplete."

Professor Ernst believes that the number of interactions between HDS and prescribed drugs could be under-reported and just the tip of the iceberg.

He feels that the situation calls for rigorous research, increased awareness of possible HDS prescription interactions by physicians and patients and greater government control of this public health issue.

"Patients deserve reliable information, and it is our duty to provide it" he says. "We have to become vigilant and finally agree to monitor this sector adequately. Each individual doctor can contribute to this process by routinely including questions about alternative medicine use in their medical history taking."

BANGKOK (AP) ? The price of oil rose Wednesday after a survey of Chinese manufacturing suggested that a slowdown in the world's second-largest economy might be stabilizing.

But sentiment improved after HSBC Inc. released a preliminary version of its monthly China purchasing managers' index, which rose to a three-month high of 49.1. That still was below the 50-point level that indicates a contraction in manufacturing but was a strong improvement from September's 47.9.

China's government has cut interest rates twice since June and is pumping money into the economy through higher investment by state companies and more spending on building subways and other public works.

"There is a lot of interest in Chinese data right now. I think some of the signals have been pretty mixed, and market participants are still swaying as to whether the stimulus influence of the last few months has been able to improve conditions on the ground," said Natalie Rampono, commodities analyst at ANZ Banking Group in Melbourne, Australia.

Brent crude rose 96 cents to $109.21 per barrel in London. In other energy futures trading in New York:

? Heating oil rose 2.7 cents to $3.058 per gallon.

? Natural gas fell 1.2 cents to $3.523 per 1,000 cubic feet.

Targeting Latino Voters in Campaign Communications: New ...

Hispanics are now the largest minority group in the United States at 16.5 percent of the population and are one of the most sought after groups of voters in swing areas across the country. However, surveys reveal that Hispanics, compared to non-Hispanic whites and African-Americans, have a lower share of voting eligible citizens registered to vote. Additionally, fewer Hispanic voters are politically engaged. These dynamics put an acute focus on the political mobilization tactics by political campaigns toward Hispanic voters.

New approaches that seek to explain the cause of low Hispanic turnout and political participation focus on mobilization efforts targeted toward Hispanic voters. Research indicates that campaigns spend less time contacting Hispanic households than they do contacting African-Americans and non-Hispanic whites. According to the 2004 American National Election Studies only 16 percent of Hispanics were contacted by political campaigns in that election cycle as opposed to 26 percent of blacks and 49 percent of whites. Moreover, the dominant language spoken inside Hispanic households is another potential explanation for low political participation among Hispanics. 2009 American Community Survey data shows that 35 million Americans 5 years of age and older spoke Spanish at home and close to half of these people did not speak English ?very well?. Only 28 percent of respondents to the 2006 Latino National Survey said they could carry on a conversation ?very? or ?pretty? well in English.

Spanish language advertising has proven particularly effective to Hispanics who primarily speak Spanish or who struggle to carry out a conversation in English. Don Green and I analyzed whether Spanish-language radio can be used to increase Hispanic voter turnout. In our experimental study, we ran nonpartisan 60-second, radio spots in 206 uncompetitive congressional districts close to the November 2006 midterm elections in order to reach voters typically ignored by political campaigns. The message urged voters to vote and provided some basic information about the congressional races, including the names of the candidates. These ads were aired in Spanish on radio stations that reached a wide Spanish-speaking audience during peak drive times.

Since 1980, Spanish language radio has exploded in popularity. Only television is a larger source for news among Hispanics, according to the 2004 Pew Hispanic Media Study. With a wide and consistent audience, Spanish language radio is a ripe venue for political campaigns to mobilize voters. Yet, radio?s impact on the political behavior of Hispanic voters has received scant attention.

The results of our field experiment imply that 100 gross ratings points (GRPs) of radio advertising increases Hispanic turnout by 4.3 percentage points on average. It seems nonpartisan radio ads urging Latinos to vote can effectively raise levels of participation. Given the cost efficiencies of mass media advertising, the cost effectiveness of radio advertising compares favorably to other forms of outreach, including grassroots tactics like door-to-door canvassing, direct mail and volunteer phone calls. But because the language of the appeals was not varied, the question of whether English language appeals effectively mobilize Hispanic voters remained open.

With UCSD?s Marisa Abrajano, I explored this question more directly in a second field experiment conducted in New York City?s 21st City Council District during the February 2009 special election. Special elections tend to be low turnout affairs that draw few competing political messages making such an environment ideal to study the effects of political communication produced by the language in which they are communicated.

The experiment established two randomly selected treatment groups that received postcard mailings shortly before the election. One group received a nonpartisan mailing in Spanish encouraging them to vote. The other mailer was exactly the same but in English, and the rest of the sample was randomly assigned to the control group and did not receive any mailing.

Those in the English language treatment group experienced a 2.2 percent increase in turnout on average compared to the 1.0 percentage point average increase for those in the Spanish language treatment group. Simply put, the study found more evidence that the English language mailer was more effective in mobilizing participants than the Spanish language mailer. This finding is of critical importance to campaigns because it suggests that they ought to reassess strategies that appeal to Hispanics entirely in Spanish. Spanish language appeals may be effective in stimulating electoral participation among Spanish-speaking Hispanics, but they are not necessarily more effective than messages delivered for English-speaking Hispanics.

Taken together, these studies suggest there is much still to learn about communicating with Latino voters during electoral campaigns. Approaches designed to mobilize and persuade Latinos are quite nuanced, and scholars have only begun to scratch the surface in terms of exploring these nuances. Studies conducted to explore these details further represent an opportunity for scholars to inform strategies adopted by practitioners and campaign professionals in unprecedented ways.

Top UN official hopes Syria cease-fire takes hold

GENEVA (AP) ? The deputy head of the United Nations warned Thursday that there are no guarantees that a proposed Syrian cease-fire will hold, but urged Syrian rebels and the regime in Damascus to observe it.

The 15-nation U.N. Security Council unanimously endorsed the idea of a four-day cease-fire proposed by the U.N. secretary-general with the aim of setting up talks on ending the country's 19-month-old conflict. The truce is set to start Friday, during the Muslim holy day of Eid al-Adha.

A day before the proposed truce, U.N. Deputy Secretary-General Jan Eliasson said, "We all have our eyes on the tragedy in Syria, and we pin our hopes now on the cease-fire that hopefully can take place."

Eliasson, a former Swedish foreign minister, urged both sides on the battlefield to seize the opportunity to ratchet down the bloodshed and create a climate for conducting talks.

"We very much hope that this first step towards the reduction of violence and the beginning of the political progress will be taken because we see very great dangers, both vis-a-vis the Syrian people and the future of the nation of Syria, and of course also for the security and stability of the region," he told reporters in Geneva, adding that there are many signs the conflict is spreading beyond Syria.

Lakhdar Brahimi, the U.N.-Arab League envoy for Syria, has warned that the failure of yet another U.N. cease-fire plan would only worsen the fighting.

A "cease-fire has its major significance in the symbolic quieting, silencing of the guns, and letting the Syrian people finally have silence around themselves for the possibilities to see what the fighting has done. But the most important thing is that it could, possibly, create an environment in which a political process is possible," Eliasson said.

Eliasson said that U.N. Secretary-General Ban Ki-moon proposed during a meeting in New York with Syria's foreign minister several weeks ago that both sides lay down their arms during Eid al-Adha.

"Hundreds of thousands of people are in grave danger. We have refugee flows across the borders. Winter is approaching in Syria, and those winters are harsh," he added. "There are problems with the electricity grids. We see huge humanitarian problems ahead of us. It's already serious but it could become even worse."

(AP) ? Because of a printing error, somewhere around 27,000 absentee ballots already cast by voters are being painstakingly copied by hand in Palm Beach County to make sure they can be read by a scanning machine. Otherwise, thousands of people could be disenfranchised in the Florida county that was ground zero in the 2000 presidential recount.

Printing errors have caused problems on thousands of absentee ballots around the country, from Cleveland to Daytona Beach, Fla., to Kalamazoo, Mich. While in most cases corrected ballots are simply mailed as replacements, in some places it was too late to catch mistaken ballots before voters returned them.

Not to worry, said Palm Beach County Supervisor of Elections Susan Bucher.

"It's not rocket science. We duplicate ballots all the time," Bucher said. "It's a real simple procedure. But this year it's a presidential year and I do understand the cause for concern."

President Barack Obama and Republican challenger Mitt Romney are scrambling for every single vote in Florida, Ohio and other battleground states, giving heightened scrutiny to any potential problem that could leave even a handful of votes uncounted. In Florida, the 537-vote margin that tipped the scales to George W. Bush in 2000 is seared into memory.

The rise in popularity of mail-in absentee voting around the country also increases the risk of mistakes, lost votes and even fraud, according to election experts and researchers. A recent study by the Caltech-MIT Voting Technology Project of California absentee votes over two decades found that they are twice as prone not to be counted as votes cast on more modern voting machines.

The study estimated that in 2008 as many as 21 percent of absentee ballots requested nationwide never made it back to elections officials to be counted. Although that number may be inflated and could include people who simply decided not to vote absentee after all, study co-author Charles Stewart III of the Massachusetts Institute of Technology said it still raises a red flag.

"We have possibly gotten way ahead of ourselves in encouraging people to vote by mail," said Stewart, a political science professor. "It's pretty clear that the improvement we've gotten by having better voting machines in the precincts may be given back by having more and more people voting at home."

Barely 5 percent of the total vote nationwide 40 years ago, mail-in absentee voting accounted for 16 percent of ballots in the 2008 election and is forecast to easily surpass that level this year. Many states have removed requirements that voters give a reason for voting absentee, such as a foreign business trip or military service. Oregon and Washington now conduct entirely mail-in elections.

Much of the national debate on voter access this year has focused on such issues as whether a picture ID should be required at a polling place or whether ineligible people are improperly registered. But many experts say the chances for problems in the mail-in absentee system are much greater. For example:

?An elections supervisor might not receive or might misplace a request for an absentee ballot.

?Conflicts might arise between the voter's identity and what is on registration records.

?Ballots can get lost in the mail.

?A voter's signature might not match the one that elections officials have on record or the voter might simply forget to sign the ballot, both of which render it invalid.

?Errors in counting the absentee votes could be made at the elections office.

Then there's the issue of fraud. Paul Gronke, a Reed College political science professor and director of the Oregon school's Early Voting Center, called that problem "minuscule as a proportion of total ballots cast and even absentee ballots cast."

"The rejected ballots are overwhelmingly due to voter error ? usually bad signatures or unsigned envelopes," Gronke said in an email.

There have been some scattered instances of absentee fraud this year.

The Houston-based election monitoring organization True the Vote said its research into absentee ballots in New York, Florida, Ohio and Rhode Island uncovered 99 suspected instances of voters casting ballots in two states in the same election. The group says it may have found an additional 800 fraudulent voters.

But when the names of 36 such voters were turned over recently to Florida authorities, ultimately only two appeared to warrant further investigation for fraud, said a spokesman for Secretary of State Ken Detzner.

In Ohio, a grand jury in Franklin County recently indicted three people on charges of voting twice by absentee ballots in past elections. Two were charged for votes cast in the 2010 general election and one for votes in the 2008 primary, prosecutors said.

Another concern is paid ballot brokers who supposedly "assist" the elderly or disabled in filling out absentee ballots. Recently, in the Miami suburb of Hialeah, two brokers have been charged with voter fraud for allegedly filling out ballots for elderly people in assisted living facilities.

Yet when a local canvassing board examined 195 ballots collected by the brokers, only four were rejected for such things as questionable signatures.

Barbara Arnwine, president and executive director of the Lawyers' Committee for Civil Rights Under Law, said the group's election monitoring hotline has received calls from around the country from voters who say people came to their front doors with purported absentee ballots for them to fill out. The visitors would then promise to "file" the ballots on the voter's behalf, she said.

"Of course, that's not correct," Arnwine said. "We have to keep watching."

Stewart, the MIT professor, said the greater risks in absentee ballots are errors and lost ballots rather than fraud. But harried voters don't seem to want to turn back, he said.

"The genie may be out of the bottle," Stewart said. "We've settled for convenience at the cost of accuracy and making sure that every vote counts."
