The USEF Dressage Seat Medal Finals will take place August 16-18, 2013 in Estes Park, Colorado, held in conjunction with the Paragon Dressage CDI3*. While the Markel/USEF Young Horse Selection Trials will be held in two locations; the Western Selection Trials at La Ca?ada Flintridge, California May 23-26, 2013 during the Dressage at Flintridge and the Eastern Selection Trials as part of VADA/NOVA Summer Dressage in Leesburg, VA June 7-9, 2013.

Schefter said.? ?There?s a spot for him in the San Francisco 49ers offense.? But we?re not getting the 25-year-old Randy Moss, we?re getting the 35-year-old Randy Moss.?

Polian was more blunt.

?The guy I saw two years ago, played against was not the Randy Moss who set records in New England,? Polian said.? ?I didn?t see any explosion, didn?t see any speed.? [Editor's note:? U.S. economic growth slowed to 1.5 pct. rate in Q2

WASHINGTON (AP) -- The U.S. economy grew at an annual rate of just 1.5 percent from April through June, as Americans cut back sharply on spending. The slowdown in growth adds to worries that the economy could be stalling three years after the recession ended.

The Commerce Department also said Friday that the economy grew a little better than previously thought in the January-March quarter. It raised its estimate to a 2 percent rate, up from 1.9 percent.

Growth at or below 2 percent isn't enough to lower the unemployment rate, which was 8.2 percent last month. And most economists don't expect growth to pick up much in the second half of the year. Europe's financial crisis and a looming budget crisis in the U.S. are expected to slow business investment further.

"The main take away from today's report, the specifics aside, is that the U.S. economy is barely growing," said Dan Greenhaus, chief economic strategist at BTIG LLC. "Along with a reduction in the actual amount of money companies were able to make, it's no wonder the unemployment rate cannot move lower."

Stocks opened higher as investors appeared to shrug off the weak U.S growth and focus on a pledge from the European Central Bank president to keep the euro together. The Dow Jones industrial average gained 70 points in the first hour of trading, and broader indexes also increased.

The lackluster economy is raising pressure on President Barack Obama in his re-election fight with Mitt Romney, the presumptive Republican presidential nominee.

But few think the Fed, the White House or Congress can or will do anything soon that might rejuvenate the economy quickly. Many lawmakers, for example, refuse to increase federal spending in light of historically large budget deficits.

Paul Dales, senior U.S. economist at Capital Economics, said that the sluggish second-quarter growth rate is probably not weak enough to trigger more action by the Federal Reserve when it meets next week.

Many economists, however, believe the Fed will launch another round of bond buying at its September policy meeting. The aim is to drive long-term interest rates lower and encourage more borrowing and spending.

Glenn Hubbard, economic adviser for Romney, said Friday's report on growth was largely what economists were expecting. "But those expectations themselves and the report itself were actually quite disappointing," he noted.

"At that pattern, the economy simply will never return to full employment," he said.

Alan Krueger, chairman of the White House Council of Economic Advisers, said the report showed the economy grew for the 12th straight quarter.

Congress could strengthen growth and job creation by adopting President Barack Obama's plan to extend expiring tax cuts for all but the wealthiest Americans, Krueger said.

Republicans want the tax cuts extended for all Americans.

The 1.5 percent growth rate in the second quarter was the weakest since the economy, as measured by the gross domestic product, expanded at a 1.3 percent rate in the July-September quarter last year. GDP measures the country's total output of goods and services, from the purchase of a cup of coffee to the sale of fighter jets.

Current-dollar GDP increased at an annual rate of $117.6 billion in the second quarter to $15.6 trillion.

Growth was weaker mostly because consumer spending slowed to a growth rate of just 1.5 percent. That's down from 2.4 percent in the first quarter. Americans bought fewer autos, computers and other long-lasting manufactured goods. Spending on services increased.

They also saved more. The savings rate increased to 4 percent, up from 3.6 percent in the first quarter.

Consumer spending, which accounts for 70 percent of economic activity, was offset somewhat by a slightly smaller drag from the government. Spending by governments fell at an annual rate of 1.4 percent in the second quarter, just half of the 3 percent rate of decline in the first quarter.

The Commerce Department also revised its growth estimates for the past three years. Those revisions showed that the economy contracted 3.1 percent in 2009, slightly less than the 3.5 percent previously reported. Growth in 2010 was put at 2.4 percent, down from 3 percent, with growth in 2011 at 1.8 percent instead of 1.7 percent.

The U.S. economy has never been so sluggish this long into a recovery. The Great Recession officially ended in June 2009.

Until a few weeks ago, many economists had been predicting that growth would accelerate in the final six months of the year. They pointed to gains in manufacturing, home and auto sales and lower gas prices.

But threats to the U.S. economy have left consumers too anxious to spend freely. Jobs are tight. Pay isn't keeping up with inflation. Retail sales fell in June for a third straight month. Manufacturing has weakened in most areas of the country.

Fear is also growing that the economy will fall off a "fiscal cliff" at year's end. That's when tax increases and deep spending cuts will take effect unless Congress reaches a budget agreement.

All that is making companies reluctant to expand and hire much.

Two More Nearing AIDS 'Cure' After Bone Marrow Transplants, Doctors Say

The so-called Berlin patient is famously the only person in the world who has been cured of HIV. But he may soon have company.

Two people in Boston also seem to be free of HIV after undergoing bone marrow transplants for cancer, just as the Berlin patient did five years ago. The crucial difference is that the Boston patients have not yet stopped taking anti-HIV drugs ? although that may happen in the coming months.

Harvard researchers got an enthusiastic response from an overflow crowd when they presented the first report on the patients at the 19th International AIDS Conference in Washington, D.C.

"As far as we've been able to measure, we can't find evidence of HIV infection in the patients' blood or blood plasma, and their antibody levels against HIV are dropping," Dr. Daniel Kuritzkes of Brigham and Women's Hospital told Shots. "The antibody evidence tells us there is little if any persisting HIV protein to trigger an anti-HIV response."

?

Kuritzkes is careful not to claim cure of HIV ? although he says it's "entirely possible" that the two patients are cured.

"We can't say we've replicated the Berlin patient's cure at this point because our patients remain on antiretroviral therapy," Kuritzkes says. Only if they stop therapy for months and years, without seeing a rebound of HIV in their blood, can these new bone marrow transplant patients be declared cured.

Meanwhile the Boston patients are shedding light on just what may have cured Timothy Ray Brown, the Berlin patient. He's an American HIV patient from Seattle who had two bone marrow transplants for leukemia while he was living in Berlin more than five years ago.

Brown has been free of daily antiviral drugs ever since with no reappearance of the virus. Thus, he's considered "functionally" cured, even if traces of HIV genes may persist in some of his cells. (That's a matter of some uncertainty.)

It's been widely assumed that the magic in Brown's cure resides in the stem cells he got from a bone marrow donor. Those donor cells lack a receptor called CCR5 that HIV uses to enter immune cells.

Not necessarily, the Boston researchers say. That's because the donor cells their patients got did not lack the receptor. So what's happening with them must be different from the Berlin patient.

The Boston researchers think their might-be-cures are due to two factors:

  • The patients got a milder form of pre-transplant chemotherapy. As a result, they were able to stay on their anti-HIV drugs. That protected the transplanted donor cells from becoming infected with any HIV that might have been hiding out in their bodies.
  • The donor cells most likely killed off the patients' own HIV-infected immune cells as the bone marrow transplants took effect.

This second phenomenon is called graft-versus-host disease. The donor cells see the patients' native cells as foreigners and attack them.

"The success of a bone marrow transplant depends on having the right amount of graft-versus-host disease," Kuritzkes says. "You need a little bit. You hope not to have so much that you get clinically sick from it."

The Berlin patient also had episodes of graft-versus-host disease. That could help explain why his HIV infection was extinguished ? or driven to such low levels that his new immune system is able to control it.

It's possible that the lack of CCR5 receptors on the donor cells did contribute to the Berlin patient's cure. But scientists are excited by the possibility that a cure may not require donor cells lacking CCR5 receptors. That would widen the donor pool, since very few people are lucky enough to lack CCR5.

Another small step on the road to a cure comes in a report by David Margolis of the University of North Carolina published this week in Nature. He writes that a cancer drug called vorinostat can smoke HIV out of its hidden reservoirs. Researchers are wondering whether they could combine this with a way of killing the virus before it can start a new cycle of infection ? a strategy called "shock and kill."

Dr. Steven Deeks of the University of California San Francisco warns not to expect that the road to a cure will be a quick dash. "I would be shocked," he said at a press conference, if scientists designed a workable cure within the next decade. "But it's at least possible, and we all think it's worth pursuing."

In line Skating for Clubs ? It's Easier than You Think ? Beannachd

The in-line skating industry has come a long way since 1984 when there were only 20,000 skaters in the U.S. According to American Sports Data Inc., in-line skating is the nation?s fastest growing recreational sport (with step and mountain biking coming in second and third). It is projected there will be more than 10 million skaters by the end of this year. In fact, the in-line market is the single most successful product launch in the sporting goods industry?s history. The diverse uses of skates ? from casual cruising with friends and family, to racing, sport-specific training and hockey ? contributes to this industry?s record-breaking growth.

Reasons for its popularity are simple. In-line skating is fun, non-impact and easy to learn. It?s the perfect way to introduce exercise (without calling it exercise) to the 80 percent of Americans who are less active, and it is an ideal activity ? indoors and out ? for any fitness level. In-line skating could assist health clubs in their challenge to create programs that apeal to member (and non-member) interests beyond weights, aerobics and racquet sports. ?More and more people are skipping the gym to go skating.? says Laurie Pehar, activities director for five Southern California Spectrum Clubs. ?Even though our clubs are crowded, people are kind of bored with the same old stuff inside.?

If in-line skating is already recognized by the public as a viable fitness option, what?s holding up health and wellness facilities?

Education is key

The answer, according to Chris Nelms, program director for the Easy Stride Skate School in Minneapolis, Minn., is an inaccurate image of the sport and, ultimately, a lack of education. Over the last two years, Nelms has submitted several proposals to provide in-line skate programs at local health clubs. He has been turned down more than accepted, but is optimistic things will change. ?We?ve experienced two obstacles with health clubs,? he says. ?First, downtown clubs don?t have a lot of space and are hesitant to do it indoors, not because of insurance, rather they?re worried about damaging the floors. Second, perception of the sport is that it?s dangerous.? Nelms suggests many facility managers and owners are holding onto an outdated image of the sport. ?When in-line skating came onto the scene years ago, kids with a skateboard-type image dominated public places, appearing irresponsible, wearing no safety gear. Because of combined efforts of the International In-Line Skating Association (IISA) and skate manufacturers to promote safety, education and awareness, that image has done a 180.? Nelms says a poor image is the easier of the two problems to deal with. ?Those of us who have been intimately involved in the sport and who already have the programs in place, provide educational resources for health club personnel who are hesitant to offer in-line skating.?

Nelms and other in-line skate school coordinators insist education is key to convince the health club industry that in-line skating is a profitable venture. ?One of the first things we do is provide management with statistical and practical information to substantiate our claim that the sport is safe and it?s here to stay,? says Jack Murphy, president of Power Rollers Inc. in Washington, D.C. Since 1991, Murphy has successfully implemented skating programs at several East Coast health clubs.

Using his company?s motto, ?Fun, Fitness and Friends,? and placing emphasis on social and physical benefits of skating, Murphy insists ?it?s easier than you think to start an in-line skating program.? He says the needs of health clubs are for self-sufficient, packaged programs, fully insured with a variety of classes. ?Clubs like working with us because we take the mystery out of the sport, providing tools to make it easy to get going. We share the same goals ? to bring in new members, keep the old ones excited about fitness, and making money.?

Murphy advises club personnel to look for a ?skate school? offering several levels of instruction, a solid and safe track record, with references, using only IISA-certified instructors.

For the facility that wishes to develop their own skating program, he suggests using a company like his as a ?starter package? to learn more about the sport and how to conduct classes. ?We?ve gone into clubs for a short-term commitment just to stir up member interest. We?ll offer six or eight classes to introduce the sport, then the club will hire instructors to take over.?

House passes bill increasing scrutiny over Fed

(AP) ? The House voted Wednesday to give Congress greater scrutiny over the monetary policy decisions of the Federal Reserve, approving legislation sponsored by longtime Fed nemesis Rep. Ron Paul.

The 76-year-old Texas Republican, who is retiring at end of this session, has made a career of trying to do away with the Fed, which he blames for the growth of government and the rising federal deficit. Failing to accomplish that, he has pushed to make the independent central bank's operations more transparent.

"I know when people talk about independence and having this privacy of the central bank, it means they want secrecy, and secrecy is not good," Paul said.

"Congress has rightly insulated the Fed from short-term political pressures," Rep. Steny Hoyer of Maryland, the House's second-ranked Democrat, said in opposing the legislation. "This bill increases the likelihood that the Fed will make decisions based on political rather than economic considerations, and that is not a recipe for sound monetary policy."

The legislation, which passed 327-98, would require the Government Accountability Office, the investigative arm of Congress, to carry out comprehensive audits of the Fed's Board of Governors and 12 regional banks.

The Fed is subject to annual financial statement audits and the Dodd-Frank Act passed after the 2008 Wall Street meltdown does have provisions, backed by Paul, for auditing certain Fed activities. But the new legislation goes further in requiring inspections of the bank's monetary policy decision-making, including its agreements with foreign central banks and Foreign Open Market Committee directives.

As of July 18, the Fed's balance sheet stood at $2.86 trillion. Of that, $1.65 trillion is Treasury securities and $863 billion is mortgage-backed securities.

Fed Chairman Ben Bernanke, in an exchange with Paul last week at a House Financial Services Committee hearing, objected to the legislation, saying it threatens the Fed's independence because it would allow Congress to request documents supporting changes in interest rates. He said that could make some Fed policymakers hesitant to support changes and "that is very concerning."

Paul rejected that argument, asking when "did we get into a situation where Congress has nothing to say about trillions and trillions of dollars?"

Paul, a libertarian and three-time president for Congress, opened that hearing by saying the "loose monetary policy" of the Fed was largely responsible for destroying the nation's work ethic by creating a dependence on government largesse, allowing the government to engage in wars around the world and subjecting Americans to a mammoth bureaucracy that grinds away at personal rights.

"If Congress were really serious about limiting the size of government it would eliminate the most important enabler of government profligacy by ending the Fed," he said in a statement.

The bill faces an uncertain future in the Senate. The sponsor of the Senate's companion bill is Paul's son, tea party favorite Sen. Rand Paul, R-Ky.

What is the status of the situation in Syria?
Political violence in Syria has hit new heights in July 2012, and many observers speculate whether the revolutionary momentum has reached a tipping point. A deadly attack on Assad's inner sanctum on July 18, which killed several high-ranking officials including the defense minister and the president's brother-in-law, shook the regime at its foundation. Rebel forces have seized control over several border crossings and large tracts of Syrian territory, and may eventually establish "safe havens" from which to expand operations. Meanwhile, a spate of high-level Syrian defections has only added to the picture of a crumbling state.

Syrian troops withdraw from 'secondary towns' and pound Aleppo

International diplomatic efforts aimed at ending the seventeen-month-old conflict?namely a UN-backed ceasefire?have failed. A series of Russian and Chinese vetoes have remained an obstacle to UN economic sanctions. Syria's civil war has claimed as many as fifteen thousand lives and displaced millions more. A further unraveling of the conflict could cause ripples throughout the region.


What is the Syrian opposition movement?
The Syrian resistance is highly fractured, though most agree on the need to remove Assad. The main opposition is the Syrian National Council, an umbrella group dominated by the country's Sunni majority, including Islamist groups like the Muslim Brotherhood. The SNC was created in Istanbul, and at a meeting in June 2012, it elected Abdelbaset Sieda (NYT), a Kurdish academic, as its leader. He has vowed to expand the exile opposition group's political base. The SNC supports Assad's ouster, but unlike its domestic counterparts, has called for international intervention in Syria, including "immediate protection for civilians."

The National Coordination Committee (also Coordination Committee of the Forces for Democratic Change) is a domestic opposition bloc of center and left groups as well as independent individuals, including Kurdish activists. The NCC supports regime change but has denounced measures that would include outside military intervention. The group is led by Hassan Abdel-Azim (al-Ahram).

NBC's Richard Engel reports from Syria, where government loyalists are launching a major counter-offensive to maintain control of Aleppo, the nation's largest city, which is considered to be critical to the survival of the Syrian government.

The Free Syrian Army (BBC) is a group of army defectors that have waged a violent insurgency to depose Assad by force. The FSA is led by colonel Riad al-Assad and based just inside the Turkish border, from which it launches attacks on Syrian security forces. FSA claims to have some fifteen thousand fighters, but analysts have put this number at no more than seven thousand. In March 2012, the FSA said it would conform to the Annan peace plan, but after subsequent actions by the Assad regime, it said it "will not give guarantees."

What are the implications of the Red Cross 'civil war' designation?
The Red Cross "civil war" designation will likely have little consequence on the ground in Syria, but the distinction does mean that international humanitarian law now applies throughout the country and could have implications for war crimes prosecutions. Humanitarian law, also referred to as the "rules of war," grants all parties in an armed conflict the right to use appropriate force to achieve their aims.

In an interview with Al Jazeera, Josh Lockman, a legal scholar at the University of Southern California, said the new distinction may have tremendous significance in the long term. "With this application of international humanitarian law to the conflict, key regime officials could be held responsible for both massacres against civilians and also for the treatment of captured combatants, in this case rebel fighters, to the degree they're abused, harmed or killed," he said.

The Syrian government's army is descending on the northern city of Aleppo where the city was seized by rebels. NBC's John Ray reports.

What is Kofi Annan's six-point plan?
As the UN-Arab League special envoy to Syria, Kofi Annan put forth a six-point peace plan in March 2012 to help bring an end to the protracted crisis. The abbreviated components of the proposal include:

1. Work with the international envoy

2. End violence by all parties under UN cease-fire; Syrian army to stop using heavy weapons and withdraw from population centers

3. Allow humanitarian aid

4. Free detainees

5. Ensure freedom of movement for journalists

6. Respect peaceful demonstrations

The Assad government initially agreed to abide by the plan on March 27, but on April 8 said it would not withdraw its military from cities until "terrorist groups" [armed rebel groups] provided written assurances to "halt all violence." The FSA rejected this demand. In May, a UN peacekeeping mission said both the Syrian government and opposition forces were in violation of the treaty (AP).

Dozens are reported dead in Syria where opposition forces are fighting to maintain control of Syria's commercial capital and biggest city. NBC's Richard Engel reports.

What has been the policy of the Arab and Muslim nations?
The Arab League suspended Syrian membership and imposed economic sanctions on Damascus in November 2011, unprecedented moves by the twenty-two-nation bloc. It also brokered an ill-fated peace agreement--a precursor to the Annan plan--with the Assad regime (al-Jazeera) that called for ending violence against protestors and opening negotiations with opposition groups. The League sent a team of observers to Syria in late December to monitor the plan's implementation.

In January 2012, the League officially called for Assad to step down and requested a resolution from the UN Security Council in support. The proposal was vetoed by Russia and China (discussed below). Just a few weeks later, the League withdrew its observer mission, citing the continued violence (Reuters).

Turkey, once a strong supporter of Syria, broke with Damascus after the crackdown began in March last year and has called for Assad to leave power. It has also permitted Syrian refugees and opposition forces to reside within its borders.

What are the U.S. sanctions on Syria?
The United States has placed a variety of sanctions on Syria that prohibit aid and restrict bilateral trade. This report (PDF) from the Congressional Research Service discusses the host of U.S. sanctions in much greater detail, but major policy provisions include:

State Sponsor of Terrorism Designation (1979)

This classification automatically subjects it to several general sanctions, including restrictions on foreign aid (which it hasn't received since 1981); a ban on defense exports; controls dual use exports; and other miscellaneous restrictions.

Syria Accountability Act (2004)

This banned all exports to Syria except food or medicine; prohibited U.S. businesses from operating in Syria; banned flight of Syrian aircraft in U.S.; reduced diplomatic ties; imposed travel bans on Syrian diplomats; and froze foreign transactions in Syria property.

USA PATRIOT Act

A ruling implemented by the Bush administration under the Patriot Act in 2006 bans U.S. banks and their overseas subsidiaries from doing business with the Commercial Bank of Syria.

Executive Orders

Subsequent Executive Orders under Presidents Bush and Obama have also targeted Syrian individuals and entities. Notable measures in response to the 2011-2012 crisis include Executive Orders 13572 and 13573, which froze the U.S property of several high-ranking Syrian and Iranian officials, including President Assad. More broadly, Executive Order 13582 froze all U.S. assets of the Syrian government, prohibited U.S. persons from doing business with the Assad regime, and banned U.S. imports of Syrian petroleum products.

Additionally, Washington officially closed its embassy in Damascus and withdrew Ambassador Robert Ford on February 6 amid an escalating assault by Syrian security forces on the city of Homs (al-Jazeera). The U.S. government ordered the expulsion of Syria's charge d'affaires from Washington in May 2012, following the brutal slaughter of more than a hundred civilians, mostly women and children, by regime forces in the Houla region (VOA). Many other governments internationally also dismissed top Syrian diplomats in response to the massacre.

What are the European Union sanctions on Syria?
The European Union has passed more than a dozen rounds of sanctions on the Assad regime since the March 2011 uprising. This list from Reuters AlertNet provides more comprehensive details of the EU measures. Significant sanctions include:

  • Asset freezes and travel bans imposed on top members of the Syrian military and government, including Assad and his family
  • Establishment of an arms embargo
  • Sanction on the Syrian central bank
  • Bans on the import of Syrian oil and the export of equipment for the petro industry

What has been the sanctions' impact?
Western bans on the import of Syrian oil, the mainstay of its economy, have exacted a heavy toll, according to reports. In May 2012, Syrian oil minister Sufian Allaw said the restrictions had cost the country approximately $4 billion (CBS). Prior to the March 2011 unrest, Syria obtained some $7-8 million per day in oil export revenue, mostly from Europe.

The Syrian economy has averted collapse by relying on the aid of friendly nations, including Russia, Iraq, and Iran, according to Samer Abboud at the Carnegie Endowment for International Peace. The sanctions that have hit Syria the hardest, he says, "are those imposed by the League of Arab States and the European Union. Their sanctions mainly target sources of government revenue by prohibiting transactions with individuals, companies, and state-owned institutions tied to the regime."

How have China and Russia responded to the Syrian unrest?
Both Russia and China have significant economic and military relations with Syria. As permanent members of the UN Security Council, the countries have vetoed three Western-backed resolutions aimed at isolating the Assad regime-- the most recent July 19. Analysts say the diplomatic opposition stems from fears of another Western-backed military intervention similar to that in Libya and the Ivory Coast (Reuters).

In early July, Russia endorsed a Syria "Action Group" plan that called for a transitional government in Damascus, but Moscow was keen to have the proposal omit any explicit demands for Assad to leave power. Russia has since re-emphasized that it will not back a UN proposal that would include sanctions as a solution to the Syrian political crisis (NYT).

What are the regional implications?
An unraveling of the crisis in Syria could bring significant repercussions for the region. One concern is of a brewing proxy war (Atlantic) in which Sunni states like Turkey, Saudi Arabia, and the Persian Gulf countries line up in support of the Syrian resistance, and Shiite-majority nations such as Iran and Iraq seek to bolster Assad's hold on power. "When you consider the history of neighboring nations where civil wars led to the loss of power for minorities--specifically Lebanon in the 1980s and Iraq more recently--it doesn't bode well for Syria," says Aram Nerguizian of the Center for Strategic and International Studies.

Iran, a longtime Syrian ally, continues to have crucial links to the regime in Damascus. Tehran has provided Damascus with both military and much-needed economic assistance, including helping the regime circumvent Western sanctions on oil exports (WSJ), U.S. and European officials say. In May 2012, Washington claimed the Iranian Basij militia helped trained the Syrian Shabiha, the militia implicated in the brutal Houla massacre (Guardian).

Adding to the political complexity is the Lebanese militant group Hezbollah (NYT), long supported by Iran. Hezbollah has warned that foreign intervention could stir a wider conflict in the region, particularly against the state of Israel.

Other possible regional impacts of the spiraling chaos in Syria include refugee flows, sectarian conflict, and non-state transnational violence, as well as the questionable security of Syria's large stockpiles of conventional and chemical weapons (WSJ).

What are the policy options?
Russian and Chinese resistance to international action at the UN has led to speculation of whether an independent group of nations or unilateral actors will intervene in Syria. However, there is no strong agreement on how the international community could assist the opposition in ousting the Assad regime.

Experts and analysts have offered several military options, including deploying ground troops, the use of air power, no-fly zones, and training and logistical support for the rebels. While diplomatic pressure (PDF) may provide symbolic value, most analysts do not expect it to change military conditions on the ground.

NATO has said categorically that it will not contribute to a military intervention in Syria (ForeignPolicy), nor will it provide assets to deliver humanitarian or medical assistance. NATO Secretary-General Anders Fogh Rasmussen said in February 2012, "Syria is ethnically, politically, religiously much more complicated than Libya."

The United States has not ruled out military options, including arming the Syrian opposition, but has nonetheless indicated a reluctance to do so. "We never take anything off the table ? as the President himself made absolutely clear, and as the Secretary has continued to say, we don't think more arms into Syria is the answer," said U.S. State Department spokeswoman Valerie Nuland in February 2012.

"You still need the international community to come up with a plan for an orderly transfer of power from a [Alawite, a Shia sect] minority to the [Sunni] majority," says Vali R. Nasr, Dean-elect of the Johns Hopkins School of Advanced International Studies, in this CFR interview. The Alawites are concerned, Nasr says, about who will protect them in Sunni-led Syria. "Because there is no satisfactory answer to that question, they're not going to give up power," he says.

"Let's be blunt here," says Michael Young of Lebanon's Daily Star.
