PAC?s Email Spreads Energy Conspiracy Theory

In a fundraising email, a conservative PAC claims President Barack Obama is raising natural gas prices to pay for failed green energy companies. But the letter offers only false claims and twisted facts?to support this conspiracy theory.

  • The email says Solar Trust of America, a now-bankrupt company, received ?the second largest loan ever handed out by the Department of Energy.? STA never took a government-backed dime. The firm was conditionally approved for the financing, but ultimately turned it down.
  • The email claims Obama ?spent $17.2 billion dollars to create only 3,545 green jobs.? The jobs figure refers only to permanent jobs created under two Department of Energy loan guarantee programs. And the $17.2 billion wasn?t ?spent? by the government. That money?was backed by government guarantees.
  • The email says Obama appointed an aide to ?crack down? on natural gas drilling to make prices ?skyrocket.? The aide actually leads a task force Obama created to streamline regulation, a move the industry welcomed. It?s true, however, that the Obama administration has proposed new drilling regulations, which the industry says will increase costs.

The email was signed by AmeriPAC founder and gun-rights activist Alan Gottlieb.?He founded?AmeriPAC ? formally known as American Political Action Committee ? in 1980. The?organization?supports conservative candidates ? sometimes donating directly to their campaigns ? while opposing Democratic politicians through various forms of media, such as direct mail, radio ads and emails.

Gottlieb also is?founder and vice president of the Second Amendment Foundation, a non-profit dedicated to promoting gun ownership rights. Both groups are based in Bellevue, Wash.

AmeriPAC?s emails often ask for donations. This particular letter requests contributions ranging from $19 to $119, with AmeriPAC promising to fax members of Congress to demand an end to ?Obama?s green scams.?

Solar Spin

Gottlieb falsely claims Solar Trust of America ?was the recipient of the second largest loan ever handed out by the Department of Energy.? The company never took the money.

In April 2011, DOE offered to guarantee a $2.1 billion loan for STA?s Blythe Solar Power Project in California.?But that August, STA declined the financing when it decided to use different equipment (see pages 19 and 20).

The terms of the government-backed loan supported the use of mirrors that heated tubes of liquid, which in turn produced steam to drive electricity-generating turbines. STA switched to photovoltaic panels, like those used on rooftops, because they were more profitable to use. The company sought commercial loans instead.

Then, in April, STA filed for bankruptcy. The company struggled financially after Solar Millenium, a German company with a 70 percent stake in STA, filed for court protection in December. Solar Millenium tried to sell its stake to another German company, solarhybrid AG. But that company filed for bankruptcy, too.

AmeriPAC claims STA?s bankruptcy was ?bigger than Solyndra? and ?virtually unreported.? But the company never borrowed a government-backed dime.

Spending Spin

Gottlieb?s email falsely claims Obama ?spent $17.2 billion dollars to create only 3,545 green jobs.?

The jobs figure refers only to permanent jobs created under two Department of Energy loan guarantee programs. And the $17.2 billion wasn?t ?spent? by the government.?That money?was backed by government guarantees.

Gottlieb?s figures are identical to those posted in September 2011 by a conservative blogger who twisted the facts from a Sept. 14, 2011, Washington Post story. The Post arrived at 3,545 jobs based on the DOE website?s number of new, permanent jobs that renewable energy companies created after receiving government-backed loans, which at the time totaled $17.2 billion. (The jobs tally is now 3,484 ? excluding the 14 permanent jobs still listed for the now-bankrupt Beacon Power Corporation. The loan guarantee figure under the two programs is now $26.3 billion, including projects under conditional commitment.)

All told, the DOE?s Loan Programs Office has financed or backed financing totaling $34.7 billion to more than 30 companies.

DOE offers assistance through a trio of programs. Two programs, known as?section 1703 and?section 1705,?have guaranteed loans ? totaling $26.3 billion ? to companies building wind farms, solar power plants and other renewable energy projects. The third program, known as ATVM, directly loaned $8.4 billion to manufacturers ? such as Ford ? to build fuel efficient vehicles. The government expects the companies to repay those loans.

As we?ve noted before, DOE hasn?t ?spent? taxpayer money on the 30-plus companies, except for two that have filed for bankruptcy. Those companies are Solyndra, which borrowed $535 million, and Beacon Power Co., which borrowed $43 million, according to a March?report from the Government Accountability Office.?And it looks as if DOE may recover as much as 70 percent of the loans it guaranteed to Beacon.

Still, worst-case scenario, the government is out a total of $578 million on those two deals. That?s less than 2 percent of the financing lent and guaranteed through the DOE Loan Programs Office. (The government could be out another $55 million, since EnerDel, a maker of electric-car batteries, filed for bankruptcy in February after receiving that amount, out of a $118.5 million grant, under a separate federal program.)

Gottlieb?s 3,545 jobs figure also fails to tell the whole story. The number excludes the 15,000-plus construction jobs required to build the renewable energy projects and the nearly 40,000 jobs ?created/saved? by the manufacturers that received government loans, although the Post story cast doubt on the number of jobs created or saved.

?Crack Down? on Fracking?

Gottlieb claims Obama appointed an aide to ?crack down? on natural gas drilling to make prices ?skyrocket.? The Obama aide actually leads a task force created to streamline regulation of ?fracking,? the process of extracting oil and natural gas from underground shale formations. An industry trade group welcomed the task force.

AmeriPAC email: Barack Obama appointed Heather Zichal to be responsible for crafting the administrations radical green energy policy. She is also in charge of managing and regulating fracking ? Obama appointed Zichal to crack down on fracking which would make natural gas prices skyrocket and green energy prices lower.

Zichal is deputy assistant to the president for energy and climate change. She oversees a?task force Obama formed to coordinate efforts ? and ?eliminate redundancy? ? among more than a dozen federal government entities, such as the Environmental Protection Agency and DOE, involved in fracking regulation.

The?American Petroleum Institute, which represents the natural gas industry, ?welcomed? this task force after?lamenting the involvement of so many federal agencies and the potential for duplicative regulation. Jack Gerard, API president and CEO, said in a?press release in April: ?We have called on the White House to rein in these uncoordinated activities to avoid unnecessary and overlapping federal regulatory efforts and are pleased to see forward progress.?

Carlton Carroll, an API spokesman, told us the association?s??position on the task force hasn?t changed.?

It is true, however, that the Environmental Protection Agency recently imposed new rules on hydraulic fracturing. And the Interior Department has proposed its own set of regulations, which the industry warns will significantly increase costs.

Readers can decide if the rules merit the term ?crack down.?

In April, the same month Obama formed the task force, the EPA finalized?new rules aimed at curbing air pollution. The regulations, which are required under the Clean Air Act,?direct companies to install equipment to capture gas escaping into the atmosphere during the extraction process.

The agency changed its final regulations to address?one of the industry?s main concerns ??that companies need more time to install the gas-capturing equipment. The EPA gave the companies until 2015 to comply, prompting API to?praise the EPA for making ?constructive? changes.

The EPA?says that companies will be able to offset the cost of compliance by selling the recovered gas.

The Interior Department has?proposed updating its fracking regulations on federal lands. They were last revised in?1988, long before the current natural gas boom. The drafted rules require companies to disclose which fracking chemicals they use, and the rules would impose standards relating to well integrity and wastewater disposal.

The Obama administration has?altered the proposed rules to address some industry concerns. The original proposal required companies to reveal their fracking chemicals 30 days before starting a well. The current proposal requires the information after drilling.

The Bureau of Land Management?estimates the regulations would cost the industry up to $41 million a year but says the expense ?is small and will not alter the investment or employment decisions of firms.?

API?warns the regulations could duplicate state rules and have a ?chilling effect on investment and jobs.? And a?study commissioned by the Western Energy Alliance, an industry trade group, claims the new regulations could cost the industry up to $1.6 billion a year.

'Ambient' bullying gives employees urge to quit

ScienceDaily (June 29, 2012) ? Merely showing up to work in an environment where bullying goes on is enough to make many of us think about quitting, a new study suggests. Canadian researchers writing in the journal Human Relations published by SAGE, have found that nurses not bullied directly, but who worked in an environment where workplace bullying occurred, felt a stronger urge to quit than those actually being bullied. These findings on 'ambient' bullying have significant implications for organizations, as well as contributing a new statistical approach to the field.

To understand whether bullying in the work unit environment can have a negative impact on a worker's desire to remain in their organization, independent of their personal or direct experiences of workplace bullying, organizational behavior and human resources experts from the University of British Columbia, in Vancouver, Canada surveyed 357 nurses in 41 hospital units.

Their analysis of the survey results showed that targets of bullying were more likely to be thinking of leaving. They also showed a statistically significant link between working somewhere where bullying was going on and a wish to leave. Next the researchers used statistical analysis to test the relationship between turnover intention and whether an individual was experiencing bullying directly. They found that the positive relationship between work unit-level bullying and turnover intentions is stronger for those who rarely experienced direct bullying compared with those who are bullied often.

A number of previous studies have shown a strong correlation between a high staff turnover and bullying within an organization, especially when there is other employment readily available. From an organization's perspective, staff turnover is costly, and when the word gets out about bullying this can also be damaging to reputation.

The study has wider implications in the field of human resources, the authors say, because they examined a broad, varied and generalized experience of bullying. Further, because they relied on hierarchical linear modeling techniques, the researchers could accurately examine the simultaneous impacts of direct bullying and ambient bullying, showing each unique effect above and beyond that accounted for by the other (something not possible with earlier statistical techniques).

"Of particular note is the fact that we could predict turnover intentions as effectively either by whether someone was the direct target of bullying, or by how much an environment was characterized by bullying," said corresponding author, Marjan Houshmand. "This is potentially interesting because we tend to assume that direct, personal experiences should be more influential upon employees than indirect experiences only witnessed or heard about in a second-hand fashion. Yet our study identifies a case where direct and indirect experiences have a similarly strong relationship to turnover intentions."

The authors theorize that although individuals may experience moral indignation at others being bullied, it is perceived as being even more unfair when others are bullied and they are not. The work contributes to a growing area of human relations study, which looks at how third party experiences affect individuals within organizations.

"This work provides insight into the bullying targets' understanding of their experiences and it challenges the 'passive' view of workplace bullying that characterizes the targets of bullying as hapless victims who are too vulnerable and weak to fight their bullies," Houshmand suggests. "Instead, the targets of bullying see 'escaping' their own and other people's bullies as a means to create turmoil and disrupt the organization as an act of defiance."

Florida Blue reacts to health care ruling, will continue push to reach consumers

At Florida Blue, the Supreme Court?s decision to uphold the Affordable Care Act means the increased focus on reaching consumers will continue.

Florida Blue changed its name from Blue Cross and Blue Shield of Florida Inc. earlier this year in an effort to reach more consumers.

?There?s definitely a lot of opportunity, and we have to approach it in the right manner,? said Jon Urbanek, senior vice president of sales and marketing for employer markets for Florida Blue.

There are estimates that 3 million more people in Florida will be entering the health insurance market under the Affordable Care Act.

Urbanek said Florida Blue will also be looking to build better relationships with providers to improve patients? outcomes by negotiating incentives to promote quality care.

?We?re going to shift into more of a quality or value-based reimbursement,? Urbanek said. ?We need to agree on key quality things physicians should be doing, and help them with the information and provide them with incentives.

?We need to be working with the providers,? Urbanek said. ?We?re not going to get any further with hospitals, doctors and health plans beating each other up over rates. We need to start working together.?

A rare double dose of good news about the US economy sent stocks surging up Wednesday. The Dow Jones industrial average rose 92 points, contributing to a closing bell tally of 12,627, despite continued fears about the eurozone crisis.

A rare double shot of good news about the US economy sent stocks surging higher Wednesday. The Dow Jones industrial average rose 92 points despite lingering fear about Europe's debt turmoil.

Americans signed more contracts to buy previously occupied homes in May, matching the fastest pace in two years, the National Association of Realtors said. It was the latest signal that the housing market is improving in many regions following a slump of more than six years.

Homebuilders soared. Lennar Corp. jumped $1.31, or 5 percent, to $28.70. That company had reported earlier that its second-quarter profit rose as it boosted deliveries and new orders. PulteGroup, D.R. Horton and Hovnanian Enterprises also rose sharply.

Earlier, the government said that businesses placed more orders for long-lasting manufactured goods in May, suggesting that their confidence in the U.S. economy was not shaken by signs of weakness that emerged this spring. Core goods, a measure of business investment plans, also jumped.

The reports "were really quite good," boosting hopes about the economic recovery after three months of weak output and abysmal job growth, said Dennis Gartman, an economist and editor of The Gartman Letter, a source of daily market commentary.

"The economy is doing reasonably well and will continue to muddle on through," Gartman said.

The Dow closed up 92.34 points, or 0.7 percent, at 12,627.01. Coca-Cola rose $1.26, or 2 percent, to $76.34, after saying it will invest another $3 billion in India's rapidly growing consumer market over the next eight years.

The Standard & Poor's 500 index rose 11.86 points, or 0.9 percent, to 1,331.85. Its biggest loser by far was auto parts maker O'Reilly Automotive, which fell $13.83, or 14 percent, to $82.61. O'Reilly said its second-quarter earnings will be at the low end of its earlier estimates and sales will be weaker than previously expected.

H&R Block leapt 58 cents, or 4 percent, to $15.67. The tax preparation company posted a lower fourth-quarter profit than analyst had expected, but the company gained valuable market share while cutting jobs and closing stores to focus on electronic tax filing.

The Nasdaq composite average rose 21.26 points to 2,875.32.

Investors remain wracked with concern about Europe as leaders there prepare for a two-day summit aimed at defusing their lingering debt crisis. German Chancellor Angela Merkel warned Wednesday that there would be no quick solution to the structural issues plaguing the continent.

Europe will cause volatile stock trading in the coming weeks because the summit is unlikely to produce a lasting solution, Gartman said. The meeting is scheduled to be two days, he said, but Italian Prime Minister Mario Monti promised to keep it going until Sunday if an agreement has not been reached.

"I think he can keep them there until Sunday five weeks from now and there's little chance they'll agree," Gartman said.

Hewitt loses, Australian men blanked at Wimbledon

(AP) ? Australian men once dominated Wimbledon. This year they failed to win a match.

Aussies went 0 for 4, including a loss Tuesday by 2002 champion Lleyton Hewitt. That means no Australian man in the second round, the first time that has happened since 1938.

During a 12-year span from 1960 to 1971, Australians won the Wimbledon men's title 10 times. But in recent years they've experienced a decline similar to the United States, with South Americans, Eastern Europeans and Asians increasingly competitive as tennis becomes more global.

Hewitt's 14th Wimbledon appearance was brief. He needed a wild card to enter the tournament and lost to No. 5-seeded Jo-Wilfried Tsonga (5) 6-3, 6-4, 6-4.

Aussies Bernard Tomic and Matthew Ebden also lost Tuesday.

"The boys didn't have the best day," Hewitt said.

Tomic, who reached the quarterfinals last year as an 18-year-old qualifier, lost to Belgian wild card David Goffin. Ebden was beaten by Benoit Paire. Another Australian, Marinko Matosevic, lost to Xavier Malisse on Monday.

Hewitt said tough draws were partly to blame for the shutout.

"The three guys that played today, I know we could have beat a lot of guys that are still going in the tournament," he said. "That's just how it falls."

Hewitt drew an especially difficult opening opponent. The loss was his first in the first round at Wimbledon since 2003. Despite losing in straight sets, he found little fault with his performance.

"I didn't do a lot wrong really," he said. "Probably as good as I could have done today, really."

Hewitt's victory at Wimbledon was the most recent major title by an Australian man. Now 31, he has been plagued lately by injuries, most recently a foot ailment that required surgery in March 2011. He's just 4-6 in Grand Slam matches since August 2010, and the former No. 1 is ranked 202nd.

He plans to be back at Wimbledon next month playing as a wild card in the Olympics, and hopes to return to Wimbledon in 2013.

"At the moment I've been focusing on getting back this year, doing everything right with my foot and rehab to get back to here," Hewitt said. "I'm proud of myself, of what I've been able to do, all the hard work it has taken to get here. I'd like to be back here, absolutely, but we'll have to wait and see."

The winner of 555 matches in his career, Hewitt is only lately becoming accustomed to early exits at tournaments. He's still not used to the experience.

"It's like missing the cut at any golf tournament," Hewitt said. "I can only go out there and do what I could do out there today. I didn't get handed the best draw. I'm sure there are a lot of guys in the tournament that I probably could have got through today."

Hewitt was overpowered by Tsonga, a big hitter who beat six-time champion Roger Federer last year to reach the semifinals. Tsonga totaled 61 winners to 12 for Hewitt.

Petra Kvitova opened her bid for a second successive Wimbledon title by overcoming a shaky start to beat Akgul Amanmuradova 6-4, 6-4. Kvitova fell behind 4-1, then swept seven consecutive games to take charge.

"I was nervous," she said. "It was first time for me to be as the defending champion of a Grand Slam. You know, it was huge honor to come to Centre Court. Of course, I would like to make everyone happy, but it's not that easy. It was lot of firsts for me today, but I'm happy that I stayed calm inside and did not panic on the important points."

No. 2-seeded Victoria Azarenka, the Australian Open champion, beat Irina Falconi 6-1, 6-4, and four-time Wimbledon champion Serena Williams defeated Barbora Zahlavova Strycova 6-2, 6-4 on the same court where older sister Venus upset a day earlier.

In men's play on Centre Court, two-time champion Rafael Nadal lost the first four games but rebounded to beat fellow left-hander Thomaz Bellucci 7-6 (0), 6-2, 6-3.

"I'm very happy to be back on the best court in the world and winning," Nadal said. "It's fantastic for me, but I have to improve a lot for the next round."

Twelve matches were suspended because of rain. Three-time finalist Andy Roddick led Jamie Baker 7-6 (1), 4-2 when their match was halted. Sara Errani, runner-up this month at the French Open, held match point in the second set against American qualifier Coco Vandeweghe when play stopped.

Screenwriter Nora Ephron Is 'Gravely Ill'

'When Harry Met Sally ... ' and 'Sleepless In Seattle' writer is not expected to survive the night, TMZ reports.

Nora Ephron, the writer of iconic romantic comedies "When Harry Met Sally ... " and "Sleepless in Seattle" among other hit films, is reportedly "gravely ill" and "not expected to make it through the night."

TMZ reports that family members are currently telling close friends of the writer/director "there is little hope that [Ephron] will recover from her current condition." The nature of her illness is not currently known, though it's been reported that Ephron is suffering from leukemia.

Word of Ephron's condition first hit the Internet on Tuesday (June 26) by way of an article published by journalist Liz Smith, a close friend of the legendary Hollywood screenwriter. In the column, Smith writes about Ephron as though she has already passed away, praising her friend's "grave" and "unexpected" humor.

"She never gave the answer I expected to anything. She was grave in her humor, which made it deadly, unexpected, truly funny and dauntingly intelligent," wrote Smith. "She seemed never to want or expect anything, while always demanding the best from the rest of us. She was — always — right and somehow left the smartest, most ambitious and silliest of us in the dust at her feet."

Shortly after publication of Smith's column, Ephron's former close friend Margo Howard wrote on Twitter: "A very accomplished writer died. Nora Ephron, from cancer."

Ephron's publisher Knopf later told The New York Times that Ephron is "still alive," according to a tweet from Times writer Julie Bosman. Knopf rep Elizabeth Lindsay said as much in a statement to the Atlantic Wire: "It's pretty critical. She's not doing well, but she's certainly alive ... The report she has passed away is not correct."

An egg could be fried on the sidewalk- that kind of heat.

Fortunately I?m here to cool off your frazzled demeanor.? What is that look on your face?? You don?t believe me?

My good friends you are in luck.? I?ve created at this hour of 9:56 am on Thursday a most beguiling of cocktails.? One that will, as I like to put it, mystify and challenge even the most robust of imbibers.? This one my friends garners a 5 out of 5.? Danger Level 5.? I?m getting numb just smelling it.

The ice is as important as the rest of the cocktail.? I recommend spending about 12 bucks on a silicone ice cube tray from Williams-Sonoma.? True there are dozens of other items for sale in the store that I lust over, but for this cocktail, I need a large ice cube that melts- very, very slowly.? Ice is one of my favorite topics.

I?m a fan of liquors from the Near East.? I mean Greece and Turkey.? Raki in Turkey, Ouzo in Greece?

The Moors enjoyed liqueurs and preparations that used anise seeds.? In their attempted conquest of the world, the liquors that they enjoyed in turn influenced others cultures and peoples in the world.? Hence you find Raki in Turkey, Ouzo in Greece, Pastis in France and? Aquavit from the Scandinavian countries.? But what does Aquavit have to do with anise?? Is it because anise is a seed and caraway is a seed as well?? Sure, it?s a stretch, but in flavor transmittal, a stretch is fantastic.. Anise and Caraway just work together.

Another hidden ingredient, at least in the Near East is Rose Water.? The essence of roses can be quite sensual.? They stimulate the feelings of eroticism. I love rose in a cocktail, especially the rose simple syrup from Royal Rose.? I?ve fallen hard for their syrups, but for the summer- in my opinion, nothing goes better with Tenneyson Absinthe than rose syrup.

Blueberries from Driscoll?s.? Organically grown are the base for my cocktail.? I?ve taken these absolutely ravishing blueberries and muddled them with some of the Royal Rose simple syrup of roses until they stain the side of the mixing glass with their juices.? The aroma of blue along with rose is intoxicating to say the least.

Tenneyson Absinthe, made in France with care is clear as a glass window in the perfume grade, cut glass bottle.? But add some seltzer water and the formerly pristine color takes on a shade of cream and blue fruits.? The Aquavit from House Spirits in Portland, Oregon is a hidden Umami flavor.? You sense it.? It?s there.. but soon, very soon you will feel no pain at all.

It?s now 10:32 am.? The air is brisk but steadily heating up.? Soon the leaves outside will begin to wilt.? It?s a true heat wave. I cannot wait to sip this cocktail in the blaze of the summer heat.

You will crave one too.? Crave is not even the word I seek.? Yearn is better.? Hunger.? Thirst.

Bitters should finish this cocktail.? A punch of depth to center that little third eye in the middle of your forehead.? Why the third eye?? So you can see.? Because with your eyes closed (and they will be soon) you?ll need some way to guide you on your spiritual path to enlightenment. My friend Bill York at Bitter End Bitters makes a perfectly respectable Moroccan Bitters.? Woven with the flavors of the Middle East, this salubrious squirt of bitters it more than able to stand up to the task of binding the Absinthe to the Aquavit.

A splash of seltzer water will finish.? And keep you from walking into doors.

In a cocktail shaker, muddle about 1/4 cup of the Driscoll Blueberries with 2 Tablespoons of Royal Rose simple syrup of Rose until the aroma rises up in the cup, about 10 seconds

Add 1 Shot of Tenneyson Absinthe

Add 1/2 Shot of Krogstad Aquavit

Add four drops of the Bitter End Moroccan Bitters

Shake for exactly 15 seconds and pour into a lovely hand blown rocks glass where 2 LARGE ice cubes are resting, patiently?? Add a splash of cooling seltzer and dream.

Menswear designers favor summer coats despite heat

MILAN (AP) ? In a muggy, scorching Milan, it's hard to imagine a summer of lightweight coats and leather jackets.

That's the look, however, that designers are forecasting for the summer of 2013 after three days of preview presentations on the Milan runway.

From Ferragamo to Prada, from Jil Sander to Gucci, almost every label has its version of the non-belted raincoat, once a must for a rainy day in the 1960's.

The vintage leather jacket ? from blazer to bomber to wind breaker and crafted out of super soft leather and suede ? also makes a comeback for next summer.

Designers have also made men happy with the introduction of open-necked shirts for the warmer months. Mostly in white, these shirts come in crisp cotton and have a wide collar, unbuttoned just below the neck. Cool and comfortable, they easily pass the without-a-tie elegance test.

For the stuffier crowd, a few designers showed the shirts with ties worn under a see-through pullover, another popular item this season.

From the very start one message has come across bright and clear: next summer is all about color.

The Milan shows end Tuesday with Giorgio Armani's signature collection.

GUCCI

Creative director Frida Giannini has brought a whole lot of Mediterranean pizazz to Gucci.

It was no easy task following in the footsteps of American superstar Tom Ford, who turned the once-staid company into one of the sexiest labels in fashion before leaving in 2004. But the Rome-born Giannini decided to see fashion her own way ? and that was somewhere between "La Dolce Vita" and the Mediterranean seaside, with a bit of Anglo-American rock thrown in.

The result has been highly successful. And her latest menswear collection Monday for the summer of 2013 was no exception.

Next summer's Gucci palette is a burst of Mediterranean energy from sea blue and green to turquoise, terracotta, raspberry, orange, lemon and pistachio. These bright colors can be used for a suit, a pair of pants or a sweater. When mixed together, they create cheerful prints for silk shirts and slacks.

The new Gucci blazer in cotton jersey is double breasted and fitted around the waist, creating the slim effect favored by 1960s "Dolce Vita" playboys. Trousers are classic but on the skinny side. Loosely knit pullovers, net-stitched polo shirts and printed foulard shirts add casual chic. Summer raincoats, a popular look on the current Milan runway, also come in bright shades.

The latest Gucci bag is roomy and colorful. Styles range from the canvas shoulder bag to the crocodile weekend bag.

The leitmotif of the warm weather collection is the classic Gucci loafer.

EMPORIO ARMANI

Giorgio Armani's Emporio menswear collection was elegant, classy and focused on single theme: a simple pair of summer shorts.

For his second-line summer 2013 collection, which was presented Monday, Armani paired cuffed shorts with single or double breasted jackets to create a spiffy warm weather blazer-and-pants effect. At times, the designer added a white shirt and tie ? complete with tie pin ? for extra sophistication.

Armani also paired his shorts with lightweight trench coats, soft leather jackets and see-through pullovers. He used new technical procedures to turn classic tweeds into super-light summer look-alikes. Colors belonged to the traditional Armani palette: gray, beige, brown and blue, with military green being a new entry.

Footwear came in extra sturdy leather running shoes, which doubled for classic lace-ups. Big bags were carried by hand with a shoulder strap option. Armani also offered a small iPad carrier, a very popular item this round.

At the end of the show Armani sent out a parade of male and female models dressed in swimsuits, with a huge photo of the Olympic circles in the runway's backdrop.

Armani is the official designer of the Italian team's uniforms for the London Olympics.

The Missoni summer man likes to travel in style and comfort. He wears a safari suit complete with matching hat, carries a large patterned bag and sports Missoni-patterned desert boots.

The models at the Missoni menswear show for the summer of 2013 presented Monday walked down a colored sandy runway worked into a Missoni pattern to underline the vacation mood of the collection.

The safari suit came with Bermuda shorts ? popular this round of menswear ? or casual trousers cuffed at the ankle. If he prefers, the Missoni man can don patterned sneakers instead of desert boots. Blazers and bomber jackets, also big items for next year's warmer weather, completed the Missoni summer suitcase.

Colors for next summer, which in general promise to be particularly bright, started at Missoni with sandy beige, dark olive and ink blue, and then burst out into poppy red, saffron yellow and emerald green.

In the knit department, designer Angela Missoni offered a series of pullovers and cardigans, which like most Missoni knitwear never goes out of style.

Another reason why dads and hopeful dads should quit smoking now

ScienceDaily (June 23, 2012) ? As you decide what to get dad for Father's Day, you might want to consider what he gave you when you were conceived. If he smoked, your genes are likely damaged, and your odds for cancers and other diseases throughout your life could be increased. A new research report appearing online in the FASEB Journal, scientists show for the first time in humans that men who smoke before conception can damage the genetic information of their offspring. These inherited changes in DNA could possibly render an offspring in the womb susceptible to later disease such as cancer.

This provides evidence showing why men should be urged to stop smoking before trying to conceive in the same way women have been urged to quit. Interestingly, a fertile sperm cell takes about three months to fully develop; therefore men would ultimately need to quit smoking long before conception to avoid causing genetic problems.

"That smoking of fathers at the time around conception can lead to genetic changes in their children indicates that the deleterious effects of smoking can be transmitted through the father to the offspring," said Diana Anderson, Ph.D., a researcher involved in the work from the School of Life Sciences at the University of Bradford, in the United Kingdom. "These transmitted genetic changes may raise the risk of developing cancer in childhood, particularly leukemia and other genetic diseases. To make this discovery, Anderson and colleagues used DNA biomarkers to measure genetic changes in the paternal blood and semen around conception, as well as maternal and umbilical cord blood at delivery in families from two different European regions in central England and a Greek island. Information regarding the lifestyle, environmental and occupational exposures of these families was taken from validated questionnaires. The combined analysis of exposures and DNA biomarkers was used to evaluate the role of exposures before conception and during pregnancy in the causation of genetic changes in the offspring. These results have strong implications for the prevention of disease.

"This report shows that smoking is a germ cell mutagen. If dad uses cigarettes, his kids will be affected even before they are born," said Gerald Weissmann, M.D., Editor-in-Chief of the FASEB Journal. "As Father's Day approaches, family members may want to give dads and prospective dads the help they need to quit smoking for good."

Hill bargainers: Student loan deal seems near

WASHINGTON (AP) ? Congressional bargainers seem near an agreement that would avert a July 1 doubling of interest rates on federal loans to 7.4 million college students and end an election-year battle between President Barack Obama and Congress, Senate aides from both parties said Friday.

Both sides said they were moving toward a deal on how to pay the measure's $6 billion price tag, the chief source of partisan conflict.

The goal is to push legislation through Congress next week so the current 3.4 percent interest rate on subsidized Stafford loans can be preserved for another year. A 2007 law gradually reduced interest rates on the loans but required them to balloon back to 6.8 percent this July 1 in a cost-saving maneuver.

On another front, the two sides were also close to an agreement to overhaul federal transportation programs, according to House and Senate aides from both parties. Negotiations were expected to continue through the weekend, with votes expected next week on either a major transportation bill or an extension of current programs, said the aides, who spoke on condition of anonymity to discuss details of the talks.

For weeks, Obama has ridiculed Republicans for not moving quickly to prevent student loan interest rates from doubling, a stance that Democrats have hoped will boost his support among young voters who broadly backed him in the 2008 election. With college costs and student debt growing steadily, the issue ties directly into concerns about the economy and jobs that polls show dominate voters' worries.

Though some rank-and-file GOP lawmakers have opposed letting the government set the rates, Republican presidential challenger Mitt Romney and GOP congressional leaders have backed the one-year extension. The remaining dispute has been over how to pay for it.

Republicans have accused Obama of creating a phony issue and drawing out the battle in an attempt to reap political points. In late May, they proposed several options to pay for the measure, all of which were culled from budget savings Obama himself had proposed in the past, but they said the White House was ignoring them.

"Even though the White House refuses to respond to our bipartisan approach, Senate Democrats are finally working with us, and a solution is within reach ? despite the president's failure to act," said Don Stewart, spokesman for Senate Minority Leader Mitch McConnell, R-Ky.

The talks have involved aides to McConnell and Senate Majority Leader Harry Reid, D-Nev. Democrats said the White House has been kept abreast of the talks, while Republicans said House Speaker John Boehner, R-Ohio, has been kept informed but hasn't participated in the negotiations.

According to Democratic aides, negotiators are approaching a deal to cover the bill's costs by charging companies more to insure pensions and changing rules so companies take fewer tax deductions for their pension contributions. Reid proposed both of those ideas this month.

They said additional money would come from a list of options McConnell has offered, probably one to limit federal subsidies of undergraduates' loans to six years. The government does not begin charging interest on Stafford loans until after students graduate, which can take longer than six years.

"While we're not there, we're well down the road. I think we can get something done," Reid told reporters Thursday. He said McConnell and Boehner "are compromising just as we are and hope we can get something done."

If allowed to double, the higher 6.8 percent rate would apply only to new subsidized Stafford loans for undergraduates approved starting on July 1 and would not affect existing loans.

According to the Education Department, 7.4 million students are expected to get new Stafford loans in the year beginning July 1, with each borrowing an average $4,226. A doubling of interest rates would add about $1,000 to the costs of the average loan, which students typically pay off over 10 or more years.

The Federal Reserve Bank of New York said last month that student loan debt grew this year to $904 billion, even as other types of consumer debt were falling.

In April, the Republican-run House ignored a White House veto threat and approved a GOP bill extending the lower loan rates for a year paid for by abolishing a preventive health program treasured by Democrats.

In May, Republicans in the Democratic-led Senate derailed a Democratic measure extending the rates and paid for by boosting payroll tax collections on high-earning owners of some privately held companies.
